I don't think it needs a move counter. If you do it correctly, it's always going to be as many moves as there are different colors. Also, it counts a mis-click as a move, and that's quite frustrating.
I'm a Brit moving to the States soon and I've used this to learn all the States. Seeing the names on the map has helped me to learn where they are, too :) 5/5
