Probably, though, the Weapon/Armor system has to be heavily changed since you can almost keep the same items for the whole game.
In order to get a Brilliant on stage #20 you simpy have to conquer the two lighthouses and DO NOT touch the ships, you have to start building on the land on the left and use Terror every now and then. It's quite simple actually :)
