If you want to increase you luck, make sure your Empire Happiness isn't low. 100% tax rate is the main and only cause for low Empire Happiness. The higher your Empire Happiness, the higher your luck. If old players continue to play, they would seize the extremely powerful weapons and it would be almost IMPOSSIBLE for the new players to rank up and earn coins.
