Hey there Weezyfosheezy. Paragoning is actually free, but you do need to have a certain amount of gold earned during a game to be able to do it. Once you unlock the ability to Paragon, the paragon popup will give you a gold amount goal you can reach in order to make your Paragon bonuses even better.
tl,dr, if you dont paragon, the bonuses get better and better, until you finally decide to collect then :)
It's funny how you can search and search for epic and legendary, but messin around with cheap magic gear getting enough +is far superior at least where i am.
