the size is always related to clout cost, you can poison it, use cc to split off bills and reduce or to intensify the played abilities for a short period of time, and you can use think tank on it.
Passed bills are counted as in congress until they go into effect(at the end of the day unless they get vetoed or have a budget accounting commitee on them). Failed bills are counted as in congress until the end of the day.
About confession: The CSP damage would be less (about 90-70%), not 0. And if you would confess another scandal later, it would trigger the severe CSP loss. And if you have, let´s say... 100 scandals, releasing them all at once would kill your CSP completely. And not being able to do any more scandal without risking potentially lethal csp damage is a serious drawback.
Not every scandal should be confessable. Assaults, larcency and assassination would have to be removed the old way.(Well, imagine someone confessing such things...)
So then why would anyone do it? Also, confessing to skullduggery would have to kill your character. Investigations/scandals aren't proof. Confessions might not be proof, but they can get you put in prison.
Looking at the suggestion of a confession option... I could imagine a confession option(less csp damage), with the possibility to reveal an unlimited amount of scandals at once. But if you get caught in another scandal after that, then you get a severe CSP loss.
As long as you don´t have any serious or normal scandal(including skeletons in your closet) and you don´t have several hundreds of the cigar/alcohol scandals, you shouldn´t feel endangered.
The cooldown is the same as the duration. There is an additional stipulation that you can't play a CC on a bill if you were one of the last two people to CC that bill. It's not a cooldown.
The blackmail message in the case of money denial is not correct, it says that the time limit was reached, instead of a message that says that he refused to pay.
sigh... base election chance is 5%, gerrymandering increases that. To get more than the base election chance you need to get your csp higher than 0. Speeches and ads increase CSP. But if your csp is... lets say... -1000000 you need to get 1000000 csp from ads and speeches to be able to increase your election chance with more ads and speeches. To avoid getting those low chances simply keep your csp high and avoid having too many scandals.
This is all correct. It seems like people kind of stopped disseminating information to eachother at some point. It used to be people kept eachother relatively well-informed. Not sure what changed.
I suggest making salaries into a red stat if it is too high, and to increase the csp loss for each red stat (beginning with 2 and each additional red one costs more csp) and to scale those losses with clout tier.
"too high" is arbitrary for something like that. Salaries sap happiness heavily, so if you do better at maintaining the nation: you can have higher salaries.
