AgainstTedium, your problem are fully conducting connections between A-B-C-D. they cause the system to set all to "high" as soon as any of A, B, C, D goes "high"

I've been stuck on 58, too. my solution were shortshield, lightning, energy homers. and bacteriazilla was downright pitiful - duck death, energy homers, lightning.
